Ibrahim M. Metwally, Ph.D., P.E.

Dr. Ibrahim M. Metwally is a U.S.-licensed Civil/Structural Professional Engineer, structural and forensic engineering consultant, professor of reinforced concrete structures, and author of continuing education courses for professional engineers. He is the Founder and Principal Consultant of ENGISTRUCTA™, a structural and forensic engineering consulting practice operating under a registered trade name in the State of Wyoming, USA. He is also a registered consultant with the Wyoming Department of Transportation (WYDOT) and a registered structural consulting engineer with the Ministry of Housing, Utilities & Urban Communities, Egypt.

With over 25 years of professional experience, Dr. Metwally provides technically rigorous, practical, and code-relevant expertise in structural design, advanced analysis, forensic investigation, seismic evaluation, retrofit, rehabilitation strategy, and failure assessment of buildings, bridges, and infrastructure systems. His work supports public agencies, DOT-related programs, design firms, contractors, and engineering professionals seeking sound structural judgment, safety, reliability, and code compliance in real-world practice.

Dr. Metwally’s professional experience includes the design, analysis, review, and evaluation of reinforced concrete, structural steel, post-tensioned and prestressed concrete, deep foundations, and structural masonry systems. He has designed and evaluated major structural projects in Egypt and the Arabian Gulf region and has been actively involved in structural investigations involving damage, deterioration, distress, and failures under complex and extreme loading conditions. He has also served as an expert witness and technical evaluator in structural failure-related matters.

His work further includes seismic assessment and retrofit of existing structures, performance-based engineering evaluation, and advanced structural review of buildings, bridges, and other critical facilities. He is also a qualified consultant collaborating with the Applied Technology Council (ATC/FEMA) on seismic assessment of existing buildings, including ASCE 41-related evaluation work.

Dr. Metwally is Professor of Reinforced Concrete Structures at the Housing and Building National Research Center (HBRC), Cairo, Egypt. His academic and research work includes ultra-high-performance concrete, structural performance under extreme loading, large-scale experimental testing, and the behavior of concrete structures reinforced with FRP composites. This academic depth strengthens the technical rigor of his consulting work and professional course authorship while remaining firmly grounded in practical engineering application.

Through his courses, Dr. Metwally combines professional practice, advanced technical knowledge, and real project-based engineering judgment to help practicing engineers strengthen competence, confidence, and decision-making in structural design, assessment, code compliance, forensic evaluation, and rehabilitation.
