Course Highlights

This online engineering PDH course examines the principles, procedures, and surveying practices associated with resurveys and water boundaries.
 

This course focuses on the dependent resurvey of original meanders, navigability investigations, and the division of beds of non-navigable rivers and lakes. It explains the technical treatment of accretion, erosion, reliction, and avulsion, specifically how these processes affect the ambulatory nature of water boundaries. Furthermore, this course addresses the establishment of partition lines using methods like proportionate shoreline and perpendicular extensions to equitably allocate accreted lands. It also covers erroneously omitted lands, the status of unsurveyed islands, and the determination of medial lines, thalwegs, and threads.
 

In addition, this course explores the core of water boundary legal principles, common law, statutory requirements, and riparian rights. It discovers how water boundaries are identified, how to apply apportionment methods, and how to align technical findings with performance goals, all rooted in Federal land management and title security. Moreover, it includes technical details to make the land tenure system function effectively, based on experience and commonly accepted practices in the surveying profession.

Learning Objectives

This PE continuing education course is intended to provide you with the following specific knowledge and skills:

  • Explaining the procedures for the dependent resurvey of original meanders and identifying indicators of the ordinary high water mark (OHWM) and line of mean high tide (MHT)
  • Distinguishing between gradual changes such as accretion, erosion, and reliction and the sudden, perceptible changes caused by avulsion
  • Identifying the appropriate methods for establishing partition lines to equitably apportion accreted or relicted lands among riparian owners
  • Analyzing the legal and technical requirements for identifying erroneously omitted lands and the treatment of unsurveyed islands
  • Understanding the criteria for navigability investigations and the determination of medial lines, thalwegs, and threads as boundary delimiters
  • Applying the Madison v. Basart Doctrine to situations where substantial accretion forms after survey but prior to entry
